Cannot start Outlook 2007

I am running Office 2007 on Windows XP and have had no issues until this
morning. I am unable to open Outlook and receive the following message:

"Cannot start Microsoft Office Outlook. Cannot open the Outlook window. The
set of folders cannot be opened. Errors have been detected in the file C:
Documents and Settings\Jeff\Local Settings\Application
Data\Microsoft\Outlook\Outlook.pst. Quit Outlook and all mail-enabled
appllications, and use the Inbox repair tool (Scanpst.exe) to diagnose and
repair errors in the file. For more information about the Inbox repair tool,
see Help"

I am unable to even open up Outlook to get into the help section...

Simply use the Windows search option to find scanpst.exe. Use the Advanced
Options to include hidden files/olders. When you locate it, double-click on
it and browse to your PST file. Make sure that not only is Outlook closed
but that it's not running in the processes (Task Manager > Processes >
outlook.exe).

Let it run the scan. If it finds errors and repairs them, run it again.
Repeat until no further errors are found. Then open Outlook.
