all kinds, some in Office, some in web-based applications, sometimes in
email...

Is there a way to store this frequently used phrase in a kind of universal
clipboard so that it is always available?

Many programs of this nature are available from third parties. I use
Shortkeys. Another popular one for this is Active Words.

Program specific but most Office programs have "automatic text"
features.
