The normal way to "uninstall" any operating system is to format
the hard drive and install a new OS of your choice.
Only if you performed an upgrade from Win98/Me, elected to backup
the old system files, and didn't convert the partition to NTFS, can
you then boot into Safe Mode and click Start > Control Panel
Add/Remove Programs. All of these conditions must be met for the
Windows XP *is* your operating system, and unless you recently upgraded the
OS in a very specific manner, there is never going to be an entry in
"Add/Remove Programs" for the Operating System upon which all of your other
applications rely.
Did you upgrade from Windows 9X and never convert the file system to NTFS?
If so, then you might find Windows XP in the Add/Remove Programs control
panel - if not - time to backup all your
data/files/email/favorite/bookmarks/etc and get together your other
application media/keys and format/reinstall (start from scratch.)
