Unable to Uninstall Software

When upgrading my pc from Windows ME to XP, I ignored the warnings that
stated certain software may not be "uninstallable" after the upgrade. The
Norton Anti Virus software I had installed no longer runs and I'd like to
remove it. However, using the Uninstall from the Control Panel doesn't work.
Are there any alternatives?
If I unistall XP, will I then be able to uninstall Norton?
