Uninstalling Windows Installer

I seem to be having trouble with the Windows installer.
When attempting to install a Windows program, I receive
the following error message:
"The Windows installer service could not be accessed.
This can occur if you're running Windows in safe mode, or
if the Windows installer is not correctly installed.
Contact your support personnel for assistance."

In the Microsoft management console, under services, when
attempting to start the Windows installer I receive the
following message:
"Could not start the Windows installer on local computer.
Error 2: the system cannot find the specified file."

I have attempted to use the Windows installer 2.0
redistributable to upgrade/repair the damaged installer.
This returns the message: "The specified service already
exists."

After some research, I discovered that within documents
and settings/(user)/local settings/temp, I am missing the
Ixp000.tmp folder. Creating a new one has no beneficial
effect.

I am running Windows 2000 pro, SP4. Windows updates are
current, and I generally run Norton utilities with clean
sweep active.


Where do I go from here?
