I recently accidentily downloaded a MSDOS step up program to my xp home
edition SP2 computer. I was trying to download to a: drive setup files for
msdos 6.22 for setting up windows 98 on an old computer for a computerless
friend. This resulted in me loosing the ability to get into the my computer
and the control panel on my desktop. Other desktops seem to be fine. I can't
change anything due to the fact that my control panel is inaccessible. I got
a bunch of desktop icons after downloading which i erased into the
wastebasket, but i still can't get access to my files through my computer. I
tried to use restore points but it doesn't recognize any changes. I would
definitely appreciate a hand to fix this problem. Please and Thankyou.

No, not an accidental download. Perhaps a mistake, though.

You installed a DOS program under *WINDOWS* XP Home Edition? Well, if
it makes any direct hardware calls then it won't work. There is no
DOS provided under any NT-based version of Windows. There are DOS
shells (aka Command Prompt) but that is a console window opened for a
command-line interpreter (cmd.exe) and not real DOS.

Okay, guessing that you downloaded an image file wrapped into an .exe
that writes sectors on a floppy to create a bootable MS-DOS floppy.
Where did you get it? www.bootdisk.com maybe?

True if you left the newly created MS-DOS bootable floppy in the A:
drive and your BIOS checks the floppy drive first for a bootable
diskette. But then you are booting from the floppy which means you
never get Windows loaded from the hard disk. Or maybe you meant
something else by "loosing your ability" to "get into" Windows
Explorer or Control Panel. Maybe what you thought would create a
bootable floppy did something else. Could depend on where you got
that make-bootable-floppy program.

Hard to tell what you did. Can't tell what you executed. The source
for the program wasn't identified.
