Uninstall program function problems

Windows Vista Home Premium.

I have been problem free with Vista so far however I am having an issue now.
Going to Control Panel to Uninstall a program the window opens up normally
and all the installed programs appear however there is no way to uninstall
anything! There is no option to remove or modify and clicking on a programs
does nothing! Right clicking opens a small window which is blank!
With the exception of the windows updates I have not installed any programs
at all lately. Otherwise the computer seems to be working fine.

In the Toolbar of Control Panel\Programs and Features, what buttons are
available, e.g., Organize, Views, etc., (note that they might change when
selecting different programs)? Do any of the buttons seem inappropriate,
e.g., Import , Export, etc.)?
 
Thank you so much for the reply. I have: File, Edit, View, Tools, and Help.
On the left side of the open window there is a green section (windows
colors) and a small shield on the top. I seem to remember that there were a
few other options there originally. Clicking on the shield opens a small
window which is blank with two buttons at the bottom of it also blank.
I appreciate your help.
 
Same thing happened to me the only way I found to fix it was to reinstall
the application that cant be uninstalled then the uninstall button
reappears.
 
Thanks for the suggestion the only problem is that I have no idea which
program may have caused this! I am beginning to suspect that a windows
update maybe the culprit but then again I hope someone will have a solution
to this.

In other words, no Toolbar exists? It usually starts with the Organize
button, then the Views button, and then more button(s) to the right of those
depending on which program you select (highlight). The "File, Edit, View,
Tools" is the Menu Bar. The shield icon should be labeled "Turn Windows
features on or off".

Check Control Panel\Windows Update. Can you read things in that window, or
do things, especially text, appear to be missing?
Check Control Panel\Fonts. Do you have the font named Segoe UI?

You are very kind to respond and I really do appreciate it. You are right,
under windows update there are a number of updates where text is missing.
The Font Segoe UI is there under fonts in control panel.
I tried the solution in KB article and the response I got was that there is
no such file in the registry.
If you have any other suggestions I would welcome them.
 
actually the toolbar exists just that when u highlight a program that
uninstall button does not appear. This happened to me after a windows
update. I have been on many forums talking about this issue and the only
way anyone so far that I came across fixed it was by reinstalling the
application's that don't have a uninstall button.
 
Wow, this could be scary because none of the programs show ANY buttons at
all! Do you know which update caused this? Maybe uninstalling the update can
solve my problem.
The interesting thing is that all other windows under control panel open
normal.

Im not sure which windows update did it seeing as a few of them installed at
one time. However have u tried reinstalling any of the applications? I
didn't want to uninstall any updates in fear of damaging the os worse.
Hopefully MS will recognize this problem and release a fix for it.
 
The only program I installed recently was Google Earth so I uninstalled it
but no joy! I emailed Microsoft support and hope to hear from them but
checking on the web there are a few others with a similar problem going back
a while and no solution yet.
