uninstall a program that the "Add/Remove Programs" does not recogn

I try to uninstall the Norton Anti-virus through the add/remove programs
(since the upgrade provider is requesting me to) but it cannot be found. It
is also not visible on the Start Menu but there is a folder there on program
files with NAV files. Apparently something went wrong when I was trying to
uninstall it the first time and it got only partially deleted. How can I
uninstall the Norton AV?
