Unflag File As Used

In NT the administator could unflag a file as being used.
I had an application abort and left a file open. Now I
can't delete the file. Is there a way to remove this file?
 
Take possession of the file, giving full rights to the administrator user.
Elsewise, try to delete in safe mode.
