Break Out Completed as it's own Flag rather than unflagged

Outlook used to have completed items, which were flagged items that have been
completed as it's own breakout. With Outlook 2003 that functionality went
away and it is a bit frustrating.

I like the multiple flag colors in Outlook 2003, that helped tremendously,
but I cannot break out completed flagged items from unflagged. Another
suggestion is to give the ability to add a few more additional flags if the
user opts to do this.

you can - just not using the arrange by view. Create a custom view that only
shows completed items.
