i am trying to type words on a document, thats in word 2003,but
the lines start going away,so when i clicked on the U it still made
some of the word on the page go away, what do i do?

I think I get what you're saying:

First, make sure that you truly had selected underline function (clicking on
the U button or using CTRL +U) and not drawing a line (SHIFT + -). The
latter option will make the 'line' move to right when you try to inserts
words before that point, because to Microsoft that 'line' you drew is an
actual word.

When you use the former function, the line under the words move WITH the
words to the right. If you don't wish some words to be underlined then
select those words and click the U button or press CTRL + U.

this document i received does not let me fill in the blankes,when
i try to put words on the line it moves the line to the right.
how do i fix this problem?
 
Whoever created that document either didn't expect you to fill in the blanks on
the computer (maybe they want you to print it and use a pen?) or doesn't know
how to construct a proper form (explained in the article I pointed to before).

If you still want to use Word for this, select the line that's there now and
press Delete to get rid of it. Type in your information, select it, and click
the U button on the toolbar to underline it.
 
i cant redesign this document,what can i do to be able to fill in the blankes?
