Underline format issue in rtf document

I am working in Word 2003 with a .rtf document. It's doing two things I
haven't encountered before:

1. When I hit the tab button in certain portions of the document, the "open"
section of the line between where the cursor was and where it jumped to is
underlined. I can't get rid of the underline. Select, Ctrl B doesn't work.

2. On the file menu, Page Layout is grayed out. I want to change the page
orientation, but cannot access this option.

Ideas?

1. Not sure what you're describing, but Ctrl-B is bold; Ctrl-U is
underline. Did you select the underlined portion before pressing Ctrl-
U or clicking the U button on the toolbar?

Did you maybe turn on Track Changes?

2. Is the cursor in the document whose orientation you want to change?
