unable to view user accounts in the control panel

Something really weird is going on with my computer. When I click on "users"
in the control panel, a blank browser opens up. I am also unable to view
some of the webpages in my favourites folder. When I bring up these
webpages, I cannot see any of the text, just pictures. I think the problem
may be related to not being able to access my user accounts. what's going on
here?

See if these commands help (from Start/Run dialog):

regsvr32 jscript
regsvr32 /i mshtml
