unable to open user accounts in control panel

I am the only user on my PC so naturally i am the admin. I wanted to change
that little picture next to my name but when i try to open "user accounts" in
control panel , i get no response? No error message or anything happens. I
can open all the other options in control panel. I can also access accounts
through the Run box using that passwords2 thing but i cant change the picture
of thumbnail. It is like i am missing some files. Can someone help? THANK YOU

Not necessarily.

Try typing: control userpasswords in the Run command.

control userpasswords should open the User Accounts applet that is the same
as nusrmgr.cpl.

Also try typing: nusrmgr.cpl in the Run command.
