Unable to view outlook 2003 form in outlook 2007

We have a user who has Outlook 2007, when she opens the email sent from a
2003 user, the form is blank. She has been able to publish the .oft ok and
when she sends the form to a 2003 user, we can open and read it ok.

Where is the form published? Did you leave the "send form definition with item" box unchecked?

It is published on an exchange server, the user is not attached to that
server but uses outlook. I am having them republish without the box checked
and will test.

If the recipient is not in the same organization, then the recipient will need to publish the form to their Personal Forms library. You also may need to talk to the Exchange administrator to make sure that the TNEF/RTF content is not being stripped when messages leave the server.

Did you republish on both ends -- to the Organizational Forms library on the Exchange server and for the recipient, to their own Personal Forms library? Note that the change will affect only new messages created with the published form, not existing messages.

Yes, we did publish both ends. I just want to confirm that the user is
outside of the outlook organisation, is this the issue?

That certainly may be the issue if the outbound Exchange server is stripping the TNEF/RTF content that includes information about the custm form. Also, the forms published on both ends need to have exactly the same message class.
