Unable to upgrade to SP4

Please help!

There's something wrong with our Win 2k server (SP1). I'm unable to
start/stop some of the services. What happens is that each time I press the
start button (to run a service) or stop button (to stop a running service),
the status says that it is "starting' or 'stopping'. But it will just hang
and even after a few hours, the status remains the same.

I decided to upgrade to SP4 to see if the problem can be resolved, but each
time it says that upgrade error. I tried to reinstall the original CD which
comes with SP1, but the problem still persists.

Appreciate if anyone can help, thanks a lot.

I checked in the Event Viewer but could not locate the error message. I
believe that this is because the server tried to stop the service when i
pressed the stop button.. but somewhere in between something happened as the
status remains "Stopping".

Is there anything that I can do to repair the services? Please advise,
thanks again.
