Unable to unlock IE toolbars for terminal session

Has anybody seen this where you can't unlock the IE toolbars. I've logged on
to the server and the option isn't there.

Did you check to see if there is a policy in place restricting this, i.e. in
a GPO or local policy?
 
Hi Patrick,

I've checked GPO and local policies and I can't find anything that would or
should be blocking users from moving the toolbars around. I've also logged in
as domain admin and still can't move the toolbars.

Any ideas?
