Links Toolbar

I want the LINKS toolbar to stay on always in IE7.

Heres what I do:

VIEW > TOOLBARS > UNLOCK TOOLBAR
then...

VIEW > TOOLBARS > LINKS

The bar will popup, but will not be there if I close IE, then open it back
up... any ideas? Thank You!!
