Unable to uninstall programs

When I try to remove any program from Add/Remove Programs I get this
error.
"the installation is prohibited by system policies". How do I fix this?

Yes, I am.

Run 'gpedit.msc' (minus the quotes) and take a look around User
Configuration > Administrative Templates > Control Panel > Add or
Remove Programs. If you can't find anything there stopping your
installation then browse around til you find it. Who knows, maybe
you'll find some other stuff you want to change.
