Unable to switch users without signing off completly

I am using Windows XP Pro with sp2.
I have never been able to switch between users without logging the current
user off completly. Are there settings I need to change or is it a quirk of
Windows?
Thanks in advance for any help or suggestions.
I have tried formating my drive and reinstalling Windows but it didn't help.

Click Start >> Click Control Panel >> Double click User Accounts and there
on the User Accounts windows you will find two check boexes:
[ ] Use the Welcome screen check this
By using the welcome screen, you can....blah,..blah

[ ] Use Fast User Swiching check this if not checked.

Forget to mention while on the user Accounts click the Option:
Change the way the users log ON and log OFF to achieve that.
