Can't switch accounts without logging off

Getting this message when trying to change users on our PC,"Windows cannot
switch accounts.Please try switching again.If this message continues to
appear,you will need to restart your computer"

We can switch accounts by logging off an account without restart,but
something is obviously wrong.When we restart we get the same sequence of
events.

If Fast User Switching is failing, you probably have some corrupt part of the
winlogon system files. I would try a Repair setup.
Another posibility is a corrupt account profile.
