Unable to start Outlook

I have installed Outlook 2003 on a Win 2003 server but when I try to
start outlook it pops up a box 'Configuring Outlook' with various
steps Migrating account settings, Migrating preferences, etc
It is at this stage that outlook crashes 'Microsoft Outlook has
encountered a problem blah blah blah'
The error report has the following information
AppName: outlook.exe AppVer: 11.0.5510.0 AppStamp:3f1380f0
ModName: mspst32.dll ModVer: 11.0.5604.0 ModStamp:3f314872
fDebug: 0 Offset: 0001c149

I did find another post which suggests renaming the file mspst32.dll
which I have tried. I have also tried removing all of the .pst files

Has anyone any idea

Did you upgrade from an older version of outlook?
Did you try a new profile?
Are all updates installed?
Did you try opening outlook in safe mode?

We did upgrade from an earlier version of the office suite in which
Outlok was working fine
I will download the updates which have not been done yet
Outlook will not start in safe mode either
