unable to send though SMTP but able to receive using the POP3

I'm using outlook 2003 and configure POP/SMTP instead of using exchange
server. After I have typed all the information and clicked "test account
settings", it showed all the tasks with completed status. However, when i
clicked send/receive button, I was able to receive mail but unable to send
and it showed up the below error:

Task 'jebcomail.jebco.com.my - Sending' reported error (0x80040201) :
'Unknown Error 0x80040201'

Can anyone help me on this issue??

If you have a virus scanner that integrates with Outlook, disable this
integration and try again.

So when was the last time you visited the Windows Update site?

Installed any add-ons to Outlook? If so, have you yet tried running
Outlook in its safe mode ("outlook.exe /safe") which will not load any
add-ons?
