Unable to save pictures as jpegs

When I right click "save picture as" and click on the
photo - the new window opens in my pictures folder and
the name of file says "untitled" the type of file
says "BitMap" even though I know the photo is a jpeg.
However, if I am able to view the photo as a "thumbnail"
and right click "save target as" it downloads it as a
jepg. This just started in the last few weeks.
