Unable to remove programs

Hi there!! I am in Singapore. Recently, I bought a certain brand of mp3
player and it requires me to install some program to run it. As I encountered
problems with the program installed I called their technical support. They
asked me to remove the program and re-install it. I did so, but I am unable
to remove the program. It appeared error message [error 1316] I click OK then
it appeared another pop-up [error 1603]

Is there any solution? Will re-format help?
Please give me reply asap. Thank You.
