Unable to remotely connect to a new computer on network

I'm a user with some technical ability, but I'm not a technical person. I
VPN to our server and then connect to a particular PC on our network. I've
been doing this for years. Another person set up our network. Now I want to
enable a second computer for remote access this way, but I get an error that
"The client could not connect to the remote computer. Remote connections
might not be enabled..." I don't know how to enable remote connections to
this PC from our server (we are all part of a domain). Any suggestions?
