Unable to receive email

I get this message when trying to access mail:

Account: 'Dorothy Groce', Server: 'incoming.verizon.net', Protocol: POP3,
Server Response: '-ERR invalid command', Port: 110, Secure(SSL): No, Server
Error: 0x800CCC90, Error Number: 0x800CCC18

Go to Tools>Accounts>select your account>properties>Server tab.

Ensure that neither of the check boxes are selected for password or SMTP
authentication, Apply>OK any changes.

Go to Tools>Accounts>select your account>properties>Server tab.

Ensure that neither of the check boxes are selected for password or SMTP
authentication, Apply>OK any changes.

I will continue to troubleshoot, now can receive but not send

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject '', Account:
'Dorothy Groce', Server: 'outgoing.verizon.net', Protocol: SMTP, Server
Response: '550 5.7.1 Authentication Required', Port: 25, Secure(SSL): No,
Server Error: 550, Error Number: 0x800CCC78

I see that the setting is described for Outlook Express set up, but they
fail to add it to WM instructions?
