Your error message and your Subject line are 2 different things..
Trying to send a message involves SMTP protocol, NOT POP3 Protocol.
I think you have pretty much mixed up the 2 when you set up the account.
Use the link and follow the instructions especially steps 6 and 7. It says
Outlook Express , it works for Windows Mail too.

Go to Tools, Accounts, select that mail account, Properties, Servers.
Make sure that "Log on using Secure Password Authentication" is not enabled.
