Unable to open Microsoft Outlook 2007

I need some major help! I am unable to open Outlook 2007. This is the error
message:

"Cannot open your default email folders. Errors have been detected in the
files. Quit Outlook and all mail enabled applications and then use the Inbox
repair tool (scanpst.exe) to diagnose and repair error in files"

I have looked for scanpst.exe on my computer and it is no where to be found.
I tried to find sites that have them and they do nothing! I'm not worried
about the email I just want to be able to salvage my contacts. I tried to
find where my contacts are stored and I can't find that either! Please help!
I will be forever grateful!

It's not there. I've looked and did a search. Nothing! Any other suggestions?

Did you enable hidden and /or system files in your search?

Open Windows Explorer and in the Address field, enter

%ProgramFiles%\Microsoft Office\Office12

Click Go. You should see it there.
