Unable to open .exe programs or files

I am unable to open any .exe files eg Word,Excel etc,and
my system won't let me load any software or run things
already installed on the system such as CD Rewrite
software. The only program that does work is Outlook. I
have tried to download virus scan software from various
locations but can't run it because they come as .exe
programs.The strange thing is I can still open e-mail
attachments and run them as normal.
Any ideas??

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
