exe Files don't open from within Explorer

Hi Folks,

I have an issue with a Windows XP computer, if you try to open an exe file
from within explorer by double clicking, nothing happens. If you right click
on the file, it is missing the open option on the menu. Also, if you double
click on a link that opens the exe file, you are presented with the dialog
box asking which application should be used to run the file. If you select
the appropriate exe either from the list or by browsing, the application
usually starts, although because it is passing the link file to the
application, it sometimes has strange results.

If you try to open the same exe from within a command prompt, the
application starts fine.

There is also a problem opening applets in the control panel. The control
panel opens fine, but attempting to open any of the applets has no result.
They do however start if opened from the run command (sysadm.cpl etc).

Any ideas on how to fix this problem would be appreciated.
