Problem executing programs in Windows XP

I am unable to run many Windows programs like System or Windows Explorer or
any downloaded "exe" files or any program on a CD without having the "Open
with" window opening up. I also get a dialog box that tells me that the
rundll32.exe file can't be found.

The rundll32.exe file is where it is supposed to be and is dated April 13,
2008. I followed another support thread that indicated that this file may be
corrupted and how to replace it using the system disk to expand a new copy.
I did this and the file was not replaced! I tried to manually rename the
file and the computer automatically replaced it with the old file. I then
tried to delete it before replacing it using the method above and the new
file was overwritten by the old file!

What happening with this thing. Does it have a virus? If so, I will not be
able to run a virus program because of the above mentioned problem.

Any help would be much appreciated. Hopefully this doesn't end in a reformat!
