unable to open control panel

whenever I CLICK ON "MY COMPUTER" OR CONTROL PANEL IT
DOES NOT OPEN,I GET NO ERROR MESSAGE THE DESKTOP JUST
DISAPPEARS FOR A SECOND THEN COMES BACK

Download ToolbarCop and inspect the BHO section

Double-click each BHO and it copies the CLSID to clipboard. Post all the CLSIDs listed there. Don't delete them yet.

log on as administrator. start>run>gpedit.msc >enter>Local computer policy>User Configuration>administrative templates> control panel> then look to right for prohibit access to the comtrol panel, yiu need to change this.
