Unable to open control panel

Whenever I try to access my control panel either through the start menu or by
double-clicking near the desktop clock, a window just pops up and says
"ANOTHER PROGRAM IS CURRENTLY USING THIS FILE". I use McAfee virus scan and
it's fully updated, plus I think this problem is causing my computer to
freeze. I REALLY NEED HELP. THANK YOU THANK YOU.

Try restoring your computer to an earlier date with System Restore and
run a spyware scanner.
