Unable to move MP3 files

Problem: Unable to move MP3 files

System: XP Professional SP2

I have errors moving some MP3 files in File Explorer ("It is being used by
another person or program."). At first, I thought it was due to Media
Player. However, with Media Player and all other applications closed except
for File Explorer, the problem still occurs. Does Media Player run in the
background and lock the MP3 files?

Is anyone else having this problem?

The properties of the file could also give this message. Try right clicking

The MP3 files were voice recordings so there are no copyright issues.
The MP3 files were not read only.
An application probably still has a lock on the files.
The question is why and how to prevent it.
