Have a toshiba laptop with XP Home (No service packs)
Whenever user logs in (by clicking their name, no password, only account on
the system besides administrator) It says Loading Personal Settings, screen
flashes for a second, then displays "Saving your settings..." then brings
you back to Welcome screen.
Booted to safe mode. Both Administrator account and user's account do the
same thing in safe mode.

Any ideas?

Have you removed any spyware recently? This can be a result of that.
Also why aren't any service packs applied - new installation? The
service packs are critical.

For the login problem:

If that doesn’t help see this:

Thanks Rock. Thats exactly what happened. Its a friends laptop and it had
the older version of Ad Aware and removed BlazeFind.

I didn't apply any SP's since I've seen SP2 fail when there's any spyware
present. That was my next step after rebooting. . .

Thanks for the point in the right direction. :-)

You're welcome Christopher. Thanks for posting back.

Christopher,

See section: "Unable to logon to Windows after removing BlazeFind using a spyware removal utility?" here: http://www.winxptutor.com/wsaremove.htm
