Laptop with XP Home Cannot Login

I'm trying to get a problem with a laptop fixed. Here is the problem:

Laptop boots to Welcome screen.
Click the username, get the logging in message, screen blinks, says loggging
out, then back to Welcome screen.

This happens on ALL user accounts.
This happens in Safe Mode too.

System: Compaq Presario 2200, XP Home, Intel Celeron M processor.

Can anyone help me out on this?

Thanks Ron,
No, I just tried your suggestion, and it will NOT start in LKGC.
It goes to "Loading your personal settings..." right back to "Logging off..."

Any other suggestions?

I would try Pegasus' suggestion first. I have worked on PCs that gave
similar symptoms and in many cases, malware was the culprit. Often the PC
would not boot so I slaved the infected drive in my old PC and used the
software on it to clean the infected drive.

Try the userinit fix from here http://www.ms-mvp.org/ this file works for
SP2 and SP3 only. READ the enclosed instructions. If you have SP1 do not use
this file. Your issue is caused by a malware infestation. Once fixed you
will need to use the Remove-it software, it will remove that malware from
your system. Choose yes for all options when prompted. Download it here

This is caused by a registry error: sometimes as a result of a malware
infection, sometimes just 'cos windows felt like it. See:

Patrick Crhristopher Butts (aka; PCBUTTS1)

He calls himself a microsoft MVP but is not one.

He calls himself a womon when he's ~45 yr old black male.
He uses a picture similar to this one of Sara...

He is impersonating me in this news group (and within this thread) as I do NOT use
TeraNews.
He is impersonating Leythos and MS MVP Robear Dyer (aka; PA Bear) and has doen so in the
past.

He is actively plagiarizing the RogueFix utility to create what he calls the Remove-It
utility. Remove-It is actually a conglomeration of plagiarized software that was really
the works of; MS MVP Kevin Zoll, MS MVP Mike Burgess and Stuart Saunders. Remove-It is
also is pirating Microsoft software as well as will install a hosts file that will block
legitimate web sites that include the Microsoft MVP web site.

The web site ms-mvp.org is named that way to LOOK LIKE an official Microsoft MVP related
site such that he can gain credibility. It actually just redirects you browser to
PCBUTTS1.COM [ 209.237.150.20 ]. The PCBUTTS1.Com web site presently offers up other
plagiarized software and he has been caught plagiarizing even more. For example; "What's
Live Running Now" on PCBUTTS1.Com is a plagiarized, older version, of Andrew Aronoff's
SilentRunners - http://www.silentrunners.org/ .

He has posted pr0nography on his web site to attack those that are willing to speak out
against his thievery and malicious intent.

If you speak out against him and he'll create a nasty web page for you. Here are some
