Unable to link through Internet Explorer (on my home computer)

I have a Gateway computer that came with Windows ME. In
August, I had it upgraded to Windows & Office XP. I also
had the latest version of Norton Anti-Virus and Firewall
installed as well. I downloaded the upgrades to these as
well as Windows on a regular basis. My internet server is
through our local cable company.

A couple of days ago, I started getting a message that it
could not start my server. I also received the message
that Internet Explorer was having technical problems.
Then I received the message, "E-mail proxy error, TCP/IP
is not installed.

This all seem to start when I e-mailed a file I was
working on in the office to my home computer. I received
the message but my attachments were deleted. I later
realized that I had click the firewall option to do so.

I called the tech reps from both the cable company and
Microsoft. There is nothing wrong with my cable
connection (it works fine on my lap top. After nearly two
hours on the phone, Microsoft helped me locate and get rid
of several spy programs on my computer. But the tech
could not get the TCP/IP to work.

The cable company had me unintall and reinstall the TCP/IP
connection but nothing helped. At first, when I clicked
on my Internet Explorer icon it didn't do anything.
Later, when I click on it, the entire screen blinks. The
only way to close out of it was through the task manager.

None of my other programs have been affected. Other than
the internet, I'm not having any problems. Norton was
unable to locate a virus. The experts that I have talked
to suggest reinstalling windows to clean up the problem.

My question is, is there any way to fix the TCP/IP
connection without going to the trouble of reinstalling
everything again?

Hi,

Just one thought.
Have you enabled both the XP internal firewall as well as
the Norton Internet Security?
You can go to symantec.com for a support search.
