Unable to install programmes

Hi,

I currently have a problem where I am unable to install programs.

I have recently tried to install eBay Turbo lister from
http://download.ebay.com/turbo_lister/setupUK.exe (this is just one of many
examples, so please don't just say that I need to contact the s/w vendor).
Upon trying to install this, I get an error 1607.

Upon goolgling this error, I get pointed to
http://consumer.installshield.com/kb.asp?id=Q108340

I have tried downloading and running ISScrip9.zip from
consumer.instllshield.com this installation gets about a quarter of the way
through and just stops (note, it doesn't stop responding, it just stops!) I
have left it for up to an hour before ending it using task manager.

I'm using XP Pro.
