Unable to Forward Mail using Rules

I am using Outlook 2003 and Exchange Server 2003, both fully patched. I am
trying to setup a rule that forwards any new e-mail to another user that is
setup as an external user. Any mail sent to his e-mail box is redirected to
his external ISP mail box. This works when selecting his name from the
Global list manually, but not when using Rules. Any thoughts?

That would probably qualify as an automatic reply to the Internet and
Exchange Server disables those and OOF messages to the Internet by default.
They can both be enabled in the Internet Mail Service; you'll probably have
to stop and restart the IMS afterwards for the changes to take effect.
