unable to find w95upg.dll at setup

I stopped installation of windows 2000 professional and
when I tried to install it again the message:
The option to upgrade will not be available at this time
because Setup was unable to load the file
C:\WINDOWS\UpgDlls\w95upg.dll\WIN9XUPG\W95UPG.DLL
When I try to create the above directory the system
doesn't allow me to because of the . in the third
directory.

Is there a way around this? What can I do?

Create the folder in DOS,

cd "windows\upgdlls\"
md w95upg.dll
