unable to find browser's tool menu

i'm trying to get on blackboard with my university to see grades this is there instruction
1. select internet options form your browser's tool men
2. Select the advanced tab
3. Scroll down to the Cookies section under security and select either the first or the last option-either prompt before accepting cookies or always accept cookie
4. click apply and ok to close the internet options dialog box
5. click ok on this page to return to blackboard 5.

If Tools is not available on the menu:

Restore All Tabs under Internet Options

The correct instructions are to go to Tools | Internet Options | Privacy and
set it to accept all cookies (move the slider to low).
