Unable to enable: This schema may be modified on this Domain Controller

I want to install the Novell iFolder server on my w2k server with IIS and
AD.
The program needs to extend the schema but it fails with error 53 that
translates to "The server is unwilling to process your request"

I think it is this "..schema may be modified..." setting that must be
enabled, but it stays grayed out and so I cannot enable it.
Although Microsoft has made it pretty hard to manage the schema, I think I
have everything right:
Logged on (on the server) as Administrator that is a member of Schema Admins
group
Registerred the Schema Snap-in and added it to MMC
I even manually added the registry key ...Allow Schema Update and set it to
Dword value=1

In a test environment this setting can be enabled so I think it has to do
something with my setup.
Anyone any idea's?

Configuration:
W2K AS SP3 with latest patches
Single server in AD forest
private DNS zone ***.local

Yes,
Single server in this domain/tree/forest.
So it should be the master of all roles.
For the schema I can see this is true.
"server is online" Focus is on this server

If the remote registry service is stopped the Schema Manager UI will not be
able to detect if the regkey that allows the schema to be modified is turned
on. You can re-enable the remote registry service for the duration of the
schema changes and then turn it off again.
