'Schema may be modified on this Domain Controller' gray

In the Schema Management snap-in, when I right-click and
select properties to determine the schema master, the
check box for "Schema may be modified on this Domain
Controller" is grayed-out. I am logged on as
Administrator, with Schema Admin privileges, on the actual
server that is the Schema master. This is a one-domain
controller domain.

I've seen this problem before, but it usually clears-up on
its own with a little time. I assume there is something
running in the background that causes that. But, in this
case, the problem is not going away.

The registry already shows that it is enabled. However,
when doing ForestPrep for Exchange 2000, I'm told I do not
have the permissions or Active Directory is too busy.
