Unable to download

I can't download files. I click the file I want to download, the box will
open, I'll click run... and nothing happens. I also can't save the file. Or
open an email attachment. Could someone please help me?
 
Have you contacted your ISP (Internet Service Provider) of these problems?
Responses from readers of your post will probably be "shooting in the dark".
