Unable to download Windows XP Home Upgrades

I can get to the correct page to download, find what
upgrades I want on my PC, but when I click on "SUMBIT",
I should see another window asking for my agreement to
the license.
All I see is the outline of the license window for about
half a second or less.

I am not able to download Windows upgrades.
 
Go to the Windows Update web page or clickon Windows
Update and type an 's' in front of http (https) Try this,
it may work?
