unable to download exe files since upgrade

Ever since I upgraded the security patches (Win2000), I am
unable to download any exe files. All I get is a new
screen with the icon placeholder. I've checked the
knowledge base and other sites but can't find any
references to this problem.
 
Had same issue found it is something with Win 2000 SP4.
After uninstalling SP4 am able to download again. Have
not figured out what in SP4 is causing issue yet.

Update- I did go back in and re-installed Critical

Updates then put back on SP4 and am still able to
download.
