Can't download .exe file properly

When I click the link for a .exe file, internet explorer shows a downloading
icon in the status bar. After some time, it stops with a image placeholder in
the view like the pic attached (That is, it does not show the file
confirmation dialog to run/save/cancel)
But when I click on the link for other files, like .zip and .rar, the
download confirm dialog does show up.
I've tried removing ie in the windows components add/remove.
Anyone knows how to fix this? Thanks!

If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

If not only .exe files, try this:

I can't locate which program caused this error, but delecting that key brings
back the confirmation dialog again
