I'm using 1.92 of Net Transport <http://www.xi-soft.com/download.htm> on
Win98SE and I am having
difficulty downloading normally after Net transport is uninstalled. I
get the whole screen with a small picture placeholder instead of
the download dialogue.

This happens for EXEs as well as ZIPs. I need to right-click save as in order
to save the file to disk.
I am running Win98SE on a PIII 733 with 128MB ram and inbuilt
video. IE6 is up to the latest patches.
How can I fix IE so that the normal download dialogue appears instead of
image placeholder? EXE in Settings/Folder Options/File Types is uneditable,
and the ZIP file type shows "Confirm Open after Download" on.
