Unable to Create User

Can someone please tell me direct me to a W2k3 newsgroup. If there is none,
can someone please tell me. I'm getting the following message from Active
Directory.
Windows cannot create the object "User_Name" because:
Unable to update the password. The value provided for the new password does
not meet the length, complexity or history requirement of the domain.
In the Default Domain Security Policy I change the Password Policy to Not
Defined; Password must meet complexity requirements Disabled. Can somone
tell me why I am getting this error

P.S. I'm simply trying to evaluate w2k3 to make a decision on whether to
upgrade from w2k2.

After disabling the policy, did you run
GPUPDATE /FORCE on the DC?

It was the local computer policy that had the restrictions. Thanks for the
assistance
